9. And of course the Russian government wouldn’t want to evacuate them. They’re more inclined to use their civilians as shields for Ukrainian retaliation. This makes Ukraine military think twice before launching an attack, and if they do attack and cause casualties, Russia would use this as propaganda saying Ukraine commit genocide.

   How could anyone agree with Russia’s way of doing things, and even help Russia with their propaganda, for free…?
