I took the time to read the report. The only major flaw in their analysis is the fact that they failed to take into account the hassle of actually having to live in Russia in order to be an inhabitant of Moscow.
definitely not in the world nor in Europe because there was only 29 cities compared so there is manipulation in the title.
And second thing some of the indicators are very weird, for instance productivity is not compared to other cities on the list but relative to the GDP of the country (in this case Russia)
This indicator shows that Moscow has very high share in the GDP of Russia and is much better developed than the rest of the country, nothing more
It’s like relative prosperity, compared to the rest of Russia
New York has greater quality of life than Tokyo.
