I cant find anything to get a license Plate with only Letters on it but i saw many of those kinda once. Can anybody tell me if u can actually have those kinda license plates or not. Iam a tourist and was stunned from those plates. The first i saw Was "Phoenix" and then this one

Yes. You can buy personal/custom license plates. Cost 9000 NOK for ten years. There are rules, and you need to apply.
You can move it between cars. The regular plate follows the car.
