cuka electronic warfare system designed to protect command centers and other important Russian facilities through this facility the Russians control in particular the glonass navigation system and the in Regional security balances these events further complicate the military and strategic situation in and around Crimea and escalate tensions in the region in particular the closure of the Crimean Bridge after each attack triggers concerns among the population of the peninsula Russian residents are already overwhelmed by the systematic attacks and are looking for an opportunity to leave the peninsula however the recklessness of the Russian authorities and the blocking of Escape Routes have left Russian citizens trapped Ukrainian statements prove that the circle is narrowing for Russians in Crimea on the other hand the attacks do not only have military effects Ukraine’s increasing pressure is also affecting the Russian population in the peninsula a large part of the population of around 2.5 million people have acquired Russian citizenship after Russia annexed the peninsula in 2014 this has a significant impact on daily life on the peninsula and the perception of regional security since crimea’s secession from Ukraine Russia has deployed around 50,000 troops in the region which is seen as part of an effort to strengthen the peninsula’s defenses however this has created a persistent sense of insecurity and instability among the Region’s civilian population most Russian citizens in Crimea are aware that the peninsula belongs historically and culturally to Ukraine this coupled with Ukraine’s determination to retake the peninsula and the support it has received from the International Community increases the concerns of crimea’s Russian citizens about the future Ukraine’s recent military operations and incursions into Crimea have directly affected the civilian population of the peninsula the tension following each attack has resulted in the closure of critical Crossing points such as the kch bridge this limits the ability of Russian citizens on the peninsula to escape and evacuate putting them in a difficult situation both physically and psychologically the closure of the Kirch Bridge not only blocks Escape Routes from the peninsula but also cuts the vital connection of the peninsula with Mainland Russia this further complicates living conditions on the peninsula and negatively affects the daily life of the civilian population Supply chains and access to basic Services under these conditions the morale and motivation of Russian citizens living on the peninsula as well as of the troops stationed there may suffer a serious decline at the same time this could further deteriorate the overall perception of security and stability in Crimea this is because people will constantly fear for their safety and will not know what to do in the event of a potential evacuation or escape on the other hand the head of Ukraine’s through strengthening Democratic governance energy Independence and economic prosperity in the region as well as increased coordination with NATO and the European Union but winning turkeyy support will be critical for the Black Sea strategy turkey attaches great importance to the Black Sea as it is a crucial sea for connectivity including energy pipelines and has recently become the venue for turkey’s burgeoning domestic natural gas extraction activities the main factors behind turkey’s security approach in the Black Sea can currently be summarized under three headings Russia the United States and the montro convention historically turkey and Russia have been in strong rivalry in The Wider Black Sea region where Russia made gains in the 18th century this Legacy of conflict reinforces Ukraine is a perfect example of how historical realities and Regional Dynamics complicate turkish-russian relations turkey has not deviated from this position since the beginning of the conflict carefully avoiding Burning Bridges with Russia and not participating in the sanctions regime Russia on the other hand has Preferred to ignore some of its frustrations with turkey’s policies and pursue notably the United States as uncertain at best and dubious at worst since turkey’s decision to finally approve Sweden’s NATO membership there has been a subtle but important convergence between Turkish and NATO us positions in the Black Sea in January the defense Ministers of Bulgaria Romania and turkey agreed to create a trilateral mine countermeasures MCM task force leaving the door open to non-nato literal States NATO permanent Naval groups and allies outside the Black Sea this operation is critical to Ukraine’s ability to continue exporting grain and aims to protect freedom of navigation and trade in the Black Sea this softening of turkey’s position coincides with us legislative efforts reflected in at least two Congressional sessions in 2021 and 2023 there is an acknowledgement of turkey’s sensitivities arising from its responsibility as the guardian of the Monro convention there is an emphasis on coordination with NATO allies in the region without advocating any us or NATO Naval presence in the Black Sea the text and spirit of the MCM task force not only addresses turkey’s concerns but also shows how NATO allies can participate in an effort that serves NATO solidarity and Regional interests by remaining montre convention friendly however this reproach mat will need to be supported if the Black Sea is to become a less hospitable sea for turkey NATO and Regional countries such as the United States the ultimate test will be in the details of the strategy that the National Security Council NC has been tasked with crafting the trick is to accomplish
