So I was trying to get an ISIC student card and played around with their app. Search Estonia, and it suggests “Estonia, Russia”… I don’t think there’s any city in Russia named “Estonia”??

There are many villages in Russia named “Estonia”, and such villages are in some other countries too. And additionally there are places named like “Novo-Estonia”.
