I’d say there are usually bottles or cans on that shelf as the deposit return scheme obviously does not include toilet roll.
If you’re of a certain vintage and house parties are still a thing, get yourself some Nutella (other chocolate spreads are available) unroll the loo roll a good amount enough that you won’t be suspected but not too much that you’re not there to experience the payout. Smear some Nutella on the loo roll before rolling it all back up.

And I thought the smell of stale beer was bad.
