This pin is from soviet era, Badge of the Government of the Interior of the ESSR (Estonian Soviet Socialist Republic)
It seems to be a badge from a Soviet time institution that would be an equivalent of Tallinn City Police Department. From the 1970s-1980s, probably.

If you ever find yourself in Rakvere. They have a police museum dedicated to this kind of thing. They have outfits and badges from basically the early 20th century onwards. Worth a look if you are into that sort of stuff.
