ATM gave me a ripped 50 euro note and no where will change it

I am in Benidorm, I lifted some cash out and it gave me a ripped 50 euro note. I went to Santander but because it wasn’t the ATM outside the bank he wouldn’t change it. I have been trying to ring targo bank since 11am and no one is picking up the phone and I’m not going there to be told the same thing. I rung the number on the ATM pressed 3 for English and she spoke very little English and told me this was only for swallowed cards and couldn’t advise me on how to get it changed.
