“Oben ohne” = “without a top”/”shirtless”, literally “without (it) above”,
“Unten mit” = “with a condom”, literally “with (it) below”, with the (it) being implied.
The red text is “use condoms” on both of these.
A Kurzzug is a train/tram with fewer carts than usually; the sign denotes where that kind of train will end. it’s literally “short train”.
The absolutely literal translation is “Above without. Below with.”
