This seems to be a ‘livery button’ with the coat of arms of the province of East Flanders. The picture quality isn’t sharp enough for me to read what’s on it.

Pretty sure it comes from the Belgian Congo.
You can read the first part of the motto that says “Travail et” the last part would be “progrès” I guess, which makes the Belgian Congo motto “Travail et progrès” (Work and progress)
