All they have to do is give Ukraine HIMAR access into Moscow and St.Petersburg, Russia will fold in 2 days of insane bombardment and no S-400 will stand in the way of a HIMAR, mind you ATACMS will wreck havoc on both cities enough to force the wars end or Putin’s removal as he would have no counter to protect his major cities.

8. As other users have already mentioned, let Ukraine use US supplied weapons as it see fit with no restriction so it can really strike back at Russia.
