Trailer hitch. It might be inside van somewhere since in definitely has had one. If you need to buy it check for manufacturer and model from that mount plate and ask from them. Looks like brand is Kovil but might be something else.
You have socket next to plate and might need adapter depending trailer socket. Older ones are bigger and later ones are smaller but adapters are available in most stores like Motonet
A hitch. Additionally for it to be street legal you need a connector there to connect the trailer blinkers etc to your vans electronics.

A towbar head I would guess.
Trailer with half of cars weight, but with maximum weight of 750 kg can be pulled without brakes (without power socket).
For anything heavier you need to supply power for brakes and i am not seeing socket for it.
