I’m guessing here… The star represents the 1966 World Cup Victory, so it will be worn in World Cup matches, qualifiers etc. and possibly unrelated International matches, “friendlies” etc.
England haven’t won a Euro’s, and I’m guessing any team that has a star above their arms, in this competition, that would be what the star would represent.
As I said, just my best guess though.
They do, but the start is the same color as the jersey. If you look on the green jersey the goalkeeper is wearing, you can see it better than on the white ones. You only get a star for winning the World Cup, no matter what competition you are playing in. The current champion (Argentina) have a gold shield on their jersey in addition to the star.
