Unfortunately, Turkiye controls all marine traffic into the Black Sea, so there is not a lot the EU can do in the way of sanctions without putting several EU states at severe risk of reprisals. Erdogan is not a man that can be trusted to do the right thing. All the EU can do, practically, is bribe him so he will do the right thing even if it is for the wrong reason.
Turkey is a shitty member of NATO. I doubt they could ever be relied upon to fulfil their treaty commitments
