  3. How much of this was an actual established program vs a test platform to gather information on?

  4. From what I’ve read, it would appear that the need for this pier was based on a faulty intelligence assessment: namely, that the “bottleneck” on delivering aid was Israeli obstruction blocking land deliveries – a route that was much more effective in delivering large quantities of supplies.

    The Israelis claimed that the “bottleneck” was due to problems internal to Gaza, namely Hamas either obstructing aid, threatening the delivery, or outright stealing the aid.

    So the Americans went in and built this pier, which was expensive and difficult and suffered a lot from the weather … only to discover that the aid couldn’t be delivered easily because of problems internal to Gaza. As noted in the article, there were times when the aid couldn’t be delivered at all through the pier, because of Hamas threats.

    In short, they could have saved themselves the bother, had they made a correct assessment of the problem from the start.
