Yes, we made less shells.
Wana know why?
Nato decided air superiority would make artillery pointless. So far that has held true. If I can break the enemy air screen, I can do combat operations and gut logistics and enemy emplacements so that I do not need artillery.
Why are these posts always US and NATO as if they are separate?

It wasn’t a miscalculation. We’re just not so fucking backwards that artillery is a major part of our military doctrine. Any defense budget that does not prioritize air power and technology is just plain wrong.
It might not be a miscalculation. We just don’t know if nato airpower can operate over russian air defence. If it can, no need for any shells. If it can’t, might need some more shells
But the russian approach also teaches us that having a 4:1 population ratio and a 10:1 artillery shell advantage also doesn’t lead to any real gains.
So I’m not sure who is making the miscalculation here
