This is a good initiative, but it’s still a public authority trying to undo the damage done by dishonest and unscrupulous commercial property owners, who will ultimately privatise any of the benefits. It would be better to fix the distortions in business rate law, and go after the property owners who use leases to trashy scam shops as a way of evading their tax liabilities.
