If Scotland wants to take lead on doing things differently and be more Scandinavian then here is an opportunity. This petition is wrong-headed.
Encourage parents to spend more time with their young children not rush back to work and hand over child rearing to a stranger.
I tihnk the bigger problem might be finding the staff to implement it. Quite a few nurseries in the Highlands have given up and closed due to lack of staff.
