So basically I live in a non-EU country (Turkey) and I thought I should have been able to claim the whole tax back as a refund. Am I getting something wrong or did the store manager issued the form wrong?

There’s an entire industry around VAT refunds, and most of these leeches take half of the VAT amount as fees.
they wouldnt do it for free. half for you half for them. process fee.
yet 7 (%) sounds still less than usual. i got 12% back.
You have made the refund via a commercial provider who lives from retaining parts of the refund for his services.
To people commenting that the difference is the middleman’s fee: Shouldn’t be this listed on the document somehwere? As in: gross amount XXX, Tax amount YYY, minus fee ZZZ, Total payable to you AAA.
And to OP: Isn’t the fee the middleman took already somewhere on the document? It could’ve been there somewhere and be easily missed.
