Because she refused to give up the poor dogs they had to be kenneled for 19 months. This would have cost many many times the €250 fine she ended up paying. 13 animals all with health needs of various types. I bet this ended up costing tens of thousands.
The life time ban seems very appropriate, but the sheer cost to the state because this person refused to put their hands up should be taken into consideration. Let alone the fact that even after they were taken from her, because she would not give up ownership they spent another year and a half in a kennel instead of a chance at being adopted.
