„Safe“ according to the instructions on the bottle (only in well-ventilated areas, avoid skin contact and do not mix with other cleaners, etc.). You should not use it for plastic pipes, but as an emergency solution for metal pipes.
You do not need your landlord’s permission for this.

No, you don’t need that, but these products don’t work miracles either. If a drain is really blocked, only ellbow grease and a metal spiral that is long enough or professional help will help.
