  1. More accurately, there was a ramp, but it never occurred to anyone to get it out.

    It happens with a lot of disability equipment – someone buys it, but if the site staff who put chairs out and such aren’t trained to use it or assume it will be needed, then that doesn’t make a venue accessible in practice.
