Isn’t this because they’re handing over registration permit duties over to Immigration service delivery from the Garda? I guess it was only Dublin before, but now it’s Cork, Dublin, Kildare, Limerick, Meath, and Wicklow.

How is the civilian element? Are Garda needed for these roles?
Probably because they have other crime to police. Most of this issue is down to not enough guards. A lot of that is down to them not being paid enough and the cost of living being too high for what they are being paid.
