  1. Sure they’ve failed to meet their own targets every year, and their targets aren’t close to what’s needed. Why would 2024 be any different?

  2. There was a major focus on commencements, rather than completions, in the first 4 months of this year due to the tax exemption expiring in April (which was subsequently extended). Over 30,000 dwelling constructions were commenced in those 4 month, so focus was shifted away from completions for a period. I’d expect completions to pick up again for the remainder of the year now as the commencements have dropped off a bit for May and June data.
