What grounds would this arrest be made on?

A general Public order offence seems likely, but there ain’t much punishment for those.

*Judge Mitchell told Mureddu that he only needed his signature and if he did not simply put his signature on the new sheet he would be sent to prison for seven days.*
He must have shown up to court with the 2c stamp just in case… mad as fuck…..
