2. So the loophole is that permits are required for wastewater disposal unless the wastewater can be reused for a ‘beneficial purpose’. The companies spray it on dirt roads to keep dust down, and that allows the water to achieve coproduct status.

   Analysis of the wastewater is done in-house and was determined not to be harmful, go figure. Something noted is that they don’t need to test for radiation in the water, which is 300 – 560 times acceptable levels for drinking water.
