I do think PZ:N 224 is a more realistic combination considering the distance to Hamburg (compared to your swedish guess).
PZ:N 224 is also not available for registering currently, meaning it is in use or was in use until recently.
Sadly it is not possible for me to find out what type of car is registered to that plate. It is possible, but only through authorities and with a valid reason (which you have).
