Why would it be illegal? Because some people like to misuse them?
These have a culinary use (they are used for making an airy texture, e.g. whipped cream) so it’d be stupid if they were illegal, and if it were illegal how could you add it to your cart and purchase on a website? Whether it’s legal to inhale, install in car, insert rectally, etc. I am unqualified to answer, but I imagine these things could be done in private without informing others.
I’d be very surprised if it were illegal for _you_ to buy and even use whippets in Lithuania, and indeed an [EUDA case study (pdf link)](https://www.euda.europa.eu/system/files/publications/14934/20225054_PDF_TD0922561ENN_002.pdf) seems to confirm that there is a specific exemption from controls when it is used as a food additive. More likely it’s just “inconvenient” for the business to sell them to you (that is, they are probably covering their own ass to not get fined/investigated by government).
