The image is old and I modified to how it exactly look now using my artistic skills 😌
Where should I exactly wait when I am turning left?
Beside the blue car on the center, behind the blue car (doesn't make sense).
Oncoming traffic who wish to turn right has priority over me ?

There are generally two possibilities:
1. Direct left turn. You get on the regular left turning lane, so in your example behind the blue car.
2. Indirect left turn: You ride on the rightmost lane that goes straight ahead, you ride straight to the other side of the road you want to turn into, then you wait until you can cross the street that you were riding on before. For crossing the second time, there’s sometimes a special bike signal, otherwise you can just cross whenever the way is clear (though the pedestrian signal may help inform that decision).
These separate left-turn lanes for bikes are usually only done in places where there is a bike lane, or at least a very wide road.
Cars and bikes are supposed to drive into the side street next to each other in this case.
