There is a similar 2 loo cubicle at an Oxford gig venue. (Near the bus station.) I can’t think of anyone I’d want to share with though.
It’s for couples who do everything together.
Not two toilets. The larger one is to wash your feet in.

This is in the toilet by the Nando’s IIRC. Given how Canary Wharf are so finicky with their image, I’m surprised they approved two uncoordinated toilet basins to be installed.
It’s probs that they need to have X number of toilets in the building and this saves space…
Looks like they just forgot/removed the divider.
