  4. What’s tourists paying VAT got to do with a booming nightlife, the kind of people coming here to spend where that becomes a factor are people that can afford it, which is why it barely made a blip.

    Short of consolidation through the licensing system to a handful of places so they can concentrate policing I’m not sure there’s much to do given the demand for late night hospitality just isn’t there. Unless they’re bold about targeting some areas as the expense of others I’m not sure the issues actually fixable as ultimately the market moved and Central London just lost and there’s no getting it back without restructuring and cutting the dead wood. Which isn’t a City Hall problem really as it’s not really for City Hall to make those kinds of structural decisions.
