The top sign indicates any allowed parking in the enitre zone is only for 3.5T max. However, for this particular street only “stilstaan” is allowed, not parking.
There’s two separate signs here:
It marks the start of a parking zone. It just means they don’t have to repeat the sign with a P every crossroads. This is valid until the “end of zone” sign. No vehicles with a max weight above 3,5 tons are allowed to park in this zone.
It marks a short strip where you can only stop to load or onload. No parking allowed. This one ends at another sign that has the arrow downwards or at the next crossroads.
This is a good example of nonsense signs.
