No, there is no danger. They just don’t want to get sued if someone hurts themself by wandering through the memorial (for example if its winter and the paths are icy).
They’re not traditional museums, things aren’t (neccessarily always) fenced off. That means idiots might hurt themselves. So including this line is just a legal thing, more or less means they aren’t liable for any injuries unless there’s some gross negligence involved.
It’s really sad that we have to bring up those things on a memorial…

This is the Holocaust monument in Berlin. There was a controversy about about taking silly selfies and just hanging out. Of course the monument is meant to be seamlessly integrated in the city but of course not menant to be disregarded. This ambivalence is difficult.
