Not a great photo, is that a concrete plinth, or the threshold? Looks like there’s no continuous seal, probably no DPC. Get a decent local small builder to have a look
It’s a soggy gap. Fill the gap and sure it won’t be soggy. Evident from the drier patches where there’s little to no gap.
