I think this must be a misreporting. The beavers have been about for ages now and have definitely been breeding! I first saw them on Loch Tay near Killin about 6 or 7 years ago and they had kits then.
Edit: ah I misread that it was specifically the first born in the Cairngorms, that makes more sense
