Lazy writing. Although there is no doubt it was a mass casualty strike the only mention of 400 dead came from a 3rd party social media post – there is no official tally of the dead and given it happened in ruzzia there likely never will be an honest accounting until well after the war.

Even if 400 dead were verified, it’s hardly a crippling blow to Russia’s manpower.
Institute for the study of war mentions the attack and that ‘several’ were likely killed. Probably more than that, but probably much less than 400.
