There should be a main console where you can reset the system.
But be sure to look why its going off
The beeping, as wel as the yellow indicator light, probably means that the alarm is not fully operational in some way. Call building maintenance to get it fixed.
It might just be that the battery needs to be replaced – we have the same system here and have to replace it every few years.
First check of the power is on, otherwise you need to call someone.
Have you considered extinguishing the fire?
That’s not a fire alarm. Thats a button/controller for the smoke window (Rookluik) probably on the topfloor in the staircase.
The yellow light indicates a fault. Most likely power had been cut off or the batteries need replacing. Could also be that the smoke window itself is stuck.
You could tey to restore power yourself, but best to call the installer or call Velux.
Open the door with a key and it will stop beeping and blink. Should notify the person in charge of the building as someone might have to come fix thr rookluik or whatever is going on.

I had that happen at the apartment complex where I live.
It’s usually for a smoke vent somewhere at the top floor of the building.
It beeps in case of defect. In my case I had the keys of the main box (in the basement near the power meters)
The main box was beeping too and an LED indicating battery fault was flashing.
Opening the door of the bigger and the smaller box make the alarm go off but the blinking continue. And the system kept being operational provided it was powered by main.
The batteries where 10 years old but were supposed to be changed every 4 years… Good job landlord…
The back-up battery of the system maybe needs replacement. (Lifecycle 5 to 10 years)
Step 1: you contact 112… if it lasts, you call a technician.
