The group water scheme is privately owned, so they’ll have to pay for the system themselves.
The local authorities should be doing analysis from time to time though I’m not sure if that’s a statutory requirement or one of those legacy things they’ve always done.
Not sure what Irish Water can offer either as they’ve no responsibility for group schemes, even council operated ones.
