If were not counting politicians and royalty etc. then its this guy, Ridouan Taghi. If you ever did cocaine in europe, it most likely came trough this guys organisation. Our government had no idea how to deal with him for a long time.
Jari Aarnio, ex-head of narcotics at Helsinki Police. Convicted of multiple drug related crimes and fabricating evidence. Also got convicted of a murder charge, which was overturned few years later
May not be the biggest criminal, but certainly had the most political impact. Finnish people normally trust our authorities blindly, and this level of corruption is unheard of in modern Finland

It’s probably still Marc Dutroux. There have been some notable criminals since him, but his name is no doubt still the most widely recognised.
Brian Keller, has a long criminal history, since his youth he has beaten up and stabbed people several times. He was in prison for years, got out last year in November, threatened someone online a short time later, and beat the person up. He was remanded in custody, got out again at some point, and was arrested 3 weeks later in Germany. He’s not the smartest and always claims that the system is against him and that he hasn’t done anything wrong.

XDDL (Xavier Dupont De Ligonnès), killed his whole family, buried them all in his yard and then disappeared.
No one knows where he is still today and police has zero lead.
