Is this car legally safe to be driven?

Both headlamp and blinker works fine. Also, I have the accident report form pdf with me.

I'm driving from Netherlands to Germany and wanted to be sure it's not against the law. Is the car with this amount of damage in front right is legally allowed to be driven?
