Without a doubt, but it’s going to be hard as I’m sure that russians already built a defense line and prepared the countermeasures near/inside the nuclear plant already. That’s the nature of man fear and of course they had time for it

Ukraine’s forces are only around 40km away at this point, so they will shortly be able to do it with artillery, and wouldn’t even need to waste HIMARS rounds on it, and Russia would then be forced to put the plant into shutdown on their own.
That will inflict huge damage on the industrial output of the Kursk region, which is significant, and hamper Russian abilities to stage counterattacks on Ukrainian positions.
Maybe it is enough to encircle it.
Power plants are civilian objects and are protected from capture or destruction. So, you are asking if Ukraine should commit a war crime. Before anyone says “but russia captured power plants too, or worse”, but Ukraine is not russia and should not lower themselves to those standards.

encircle the NPP, give the operators the time to safely shutdown the thing. Stay away from the reactor and then destroy the electrical substation. It will take 2 years to get the NPP running again, components for the electrical systems are under embargo. Good luck with that.
