    Still Ukraine regularly bombed belgorod they faced horizontal escalation then, then Ukrainians enter kursk.
    The wish of Russia that they be provided a solid ground to escalate horizontally has been granted, now they can further escalate horizontally at will.

The Russian knew Ukraine were on their way to that location and allowed Ukraine to enter. This is was a plan from Russia. They knew the Ukrainians president could do something like this
