Some kind of radar. it could either be a [regular marine vessel detection radar](https://en.wikipedia.org/wiki/OPS-9)
Or it could be a [drone detection system](https://hzxcdh.en.made-in-china.com/product/KdsfXujZGOUx/China-24-Hour-Online-Coastal-Surveillance-Long-Range-Distance-Detector-Radar-Security-Equipment-Anti-Drone-System.html). There may be some kind of local restriction on drone flying.
