Let us show Putin we have ability to hit targets deep inside Russia, Ukraine urges west

1. Why doesn’t the USA just state that if Russia hits one more Civillian target, whether they meant to or not, Ukraine is freed from all constraints.

I genuinely don’t understand why the position of not allowing this is better than saying, “these are Ukrainian weapons, it has nothing to do with us.” The first option implies the Ukrainians are using US owned weapons while the second implies the US handed it over or sold the weapons and has no responsibility beyond that. Why is that considered less “escalation”?
