If you have an empty bank account it should just be free anyways. TFL is a service to everybody in the city, even those who don’t drive. Its how we are able to breath the air, get places on time, not have our roads falling to pieces, and its why buildings don’t all just look blackened. So why is it expected to make money directly as people use it?
