  2. The people arguing for universal benefits for pensioners as fair measure that doesn’t disadvantage more needy groups do so on the assumption that the money doesn’t come from a budget that could be spent elsewhere.

    At a time when the Scottish government are cutting free school meals and spending on preventing drug deaths is clearly insufficient it’s hard to claim that universal benefits for even the wealthiest pensioners (who continue to benefit from the triple lock guaranteeing no below inflation rises in income) should be a priority.

    The argument only makes sense of you assume that the money couldn’t be better spent elsewhere on more pressing priorities or comes off a “magic money tree”.
