They probably won’t have to. The eastern front is collapsing. Once the Ukrainian army is no longer capable of mounting a credible defense, Russia will make Ukrainian evacuation of Kursk a quid pro quo for an armistice.
It’s why all the Russian propaganda is really pushing that Ukraine is losing the front line in Ukraine right now. They want troops out of Kursk.
