2011 was a new counting and they corrected the number based on that.
There was a zensus in 2011, it looks like the calculated numbers from the years before differs from the counted numbers in 2011.
If I remember correctly people hadn’t correctly deregistered when leaving Germany leading to an overestimation of the population. So essentially the state thought that a lot of people were still living in Germany who didn’t.
Oh, the great purge of 2010. I was an overachiever and got rid of 10 myself.
