Before you call me crazy, I know Malta has changed completely since back then, and it is unrecognizable compared to 2001. But this is a photo of my dad, who passed away a few years ago. I want to recreate it, next time I am on vacation in Malta.
I was thinking maybe somewhere around St. Julians/Spinola Bay, but I am really not sure.

I believe it is Spinola Bay with the Ballutta Church you can see in the background
There’s a sign pointing to ‘Terrazza’ which is a restaurant in Saint Julians. That bay looks just like the place too! It was certainly taken somewhere along that coast.
That bench is still there!

I think it’s a bay opposite of the love sign
This is Spinola bay, St. Julian’s, on the promenade below the restaurants and overlooking Tower Road on the other side of the bay.
There should be a bronze statue of a fisherman and some cats right next to that bench if I’m not mistaken.
I am 100% sure this is Spinola Bay, opposite the Love sign.
I think can tell you where the exact spot is. Notice the sign which says ‘WARNING SLIPPERY SURFACE’, that is just before the slipway where the entrances to the boat houses are.
