We already had this discussion here or on the DACH subreddit. It’s for visually impaired people so they can recognise this as a bench.
Those moving frames are a orientation mechanism for blind people.

Perfect example for hostile architecture by the way. The benches would be perfectly fine without the arm rests, but often times they are but there intentionally to stop the homeless from sleeping on them.
